When I was out in West Virginia earlier this spring, we had a bird in the yard that made a buzzing sound like a cicada ending with a throaty whistle. It was a ground dwelling bird. I used the MIL's book to find out it was a Woodcock. Good luck in your hunt for an answer!
I just listened to a clip on wikipedia of a Chuck Will's Widow and it sounds almost identical to the bird in question. I'll have to record it myself sometime soon and compare! He/she only starts "talking" late into the evening.

My favorite bird is the KillDee It lays its eggs in roky places and when you approach them it goes into its wounded bird act. They try to draw you away from the nest then they run like hell on these little skinny legs. Pretty little guys. They come around here every year and entertain me.
