cat leash law??

I would like to know if anyone would know how to get rid of the cat leash law in charles county. Its such a stupid law. My mom has 4 cats (thanks to my sister and I) and now she is having to get rid of them. Her cats are treated like royalty. The are indoor and outdoor cats and have been for 20 years, she's lived in her townhosue for 20 years. they have never caused any type of problem for anyone until now. A person near her called animal control because one of the cats went to the bathroom in thier flowers. My mom knows everyone around her so she thinks its the new people that just moved in next door.

So because of this she feels that she can't have the cats anymore and is very upset/depressed over it. They are all that she has there since I have moved out of state and my sister is not nearby. I am very upset over it and would like to get this resolved so that she doesn't have to get rid of the cats. I would take a cat but I am not allowed to have pets in the house i'm renting right now. and my sister already has a zoo of pets. If anyone could help with any information at all I would greatly appreciate it. if you have any questions let me know, I have to leave for the good job now so I hope I covered everything. No really, leash laws for a cat???

Don't get me wrong I have seen cats on leashes but really. Seems like an attempt to keep the stray/ferral cat population down.

BTW, I have a leash for my Bearded Dragon, for real.

Your mom can build an enclosed outdoor run to keep the cats on her property when they are outside so those of us that don't want cats crapping in our flowers, scratching our cars, or getting run over don't have to have it

re: bird killers, we thought by putting a bell on kitty's collar (breakaway collar mind you) she would be less stealthy. This proved us wrong last spring. One night we were sleeping with the window open and were listening to the chirping of the night birds, then we hear Kitty's bell. A little more of Kitty's bell, a little more desperate chirping then silence. I had to cover my ears witht e pillow during the carnage.

One of the first cats I ever had was when I first got to Md. I decided one day to see if I could put him on a runner like a dog. Poor cat almost hung himself when he took off running. It was truly one of those hysterically funny sad moments. I immediatly let him off.

I wouldn't want cats booing in my flowers either. Not just gross but cat feces carry disease than can cause birth defects if a pregnant woman comes into contact with it.

But more importantly is the fact that house cats are one of the biggest causes in the decline in backyard birds/song birds population. The loss has been significant and irresponsible. Keep your fleabags indoors or keep them on a leash.

Outdoor enclosure sounds like a fine idea.

I put my cat outside on a runner, it was not hard to get her adjusted to it, and other than the few times she tangles herself up (I think she does that on purpose) it's not so much a problem.
