Unless I'm misreading this wonderful piece of journalism, the statistics the author is quoting have nothing to do with actual yearly graduation rates.
The statistics are: "how many students graduate high school on time in four years. The report uses a formula that looks at attrition rates from one grade level to the next in high school".
The formula is for how many kids were held back a grade, so they could catch up. They then eliminated those kids from the overall rate.
Sort of blows a hole in the theory that the schools are promoting and graduating everybody.

So in essence what your saying is that by keeping kids in skool until there 21(me thinks thats the leagal cutt-off) so that they can have accumulated enough time/credit to graduate is not social promotion. They figured out a way to cover up the obvious. Heck why not keep them in skool till there 25 or 30. I am sure by that time they would have been able to get them graduated. UNBELIEVABLE

And pray tell what school system taught you how to spell?

Typing errors are one thing, but continually misspelling the same words over and over in your posts errodes your credibility in this matter.

I think you may be confused on the difference between the following:

1) Sarcasm: skool
2) Not knowing how to spell and typographical errors.....

Isn't "Social Promotion" where poor little Johnnie or Janie is promoted to save their self esteem?
Whereas "grade retention" is where you get held back due to poor grades?
So, if they are holding kids back, and then not accounting for them when they graduate (it's: "grade retention" not "social promotion") where do they go?
I don't understand where you account for the kids that are held back in such huge numbers. It also seems to me that the system is actually cracking down on "social promotion" and making kids study better or they will be held back due to "grade retention".

I had to read through the entire thread to see if anyone brought this up - but - keeping kids in school until they're 21 - the legal cut-off? Reading comprehension is your friend:

"Factors such as students who fail multiple times and special education students who remain in school until age 21 also play differently depending on how the rates are calculated"

Many special education students are retained once per level while attending school. (elementary, middle, high) which means they're about 21 when they graduate.
