| And pray tell what school system taught you how to spell? Typing errors are one thing, but continually misspelling the same words over and over in your posts errodes your credibility in this matter.

Reading comprehension is your friend: "Factors such as students who fail multiple times and special education students who remain in school until age 21 also play differently depending on how the rates are calculated" Many special education students are retained once per level while attending school. (elementary, middle, high) which means they're about 21 when they graduate.
