One thing to keep in mind is that the non custodial does not get the tax breaks that the custodial parent gets. Think about it...the non-custodial parent pays child support on an after tax basis. The custodial parent receives this money tax free while also claiming the child on her taxes as well as daycare expenses. link

Thank you!!!! That is all I was looking for, a reason for the madness! I figured that I was overlooking something...the law was not making sense to me.

But, what if you alternate years with taxes? Then that would go back to the original question.

Well, the SAO could only say it was the state law. CSE directed me to the SAO.
