Had this same conversation with a friend years ago. He then told me that he does this o purpose; claimed in helped keep him awake and alert. It's been at least 40 years ago, but I'm still shaking me head!

Well, if someone does that, and gets over for you, it's incumbent upon you, the person passing to get it over with in a forthright fashion. Leaving that person in the right lane while you get past them at a +1mph differential, keeping them bottled up so that they then get slowed down by the right lane traffic is just inconsiderate.

I'm not suggesting you go WOT and make the pass at +90, but don't just lingeringly creep past, especially after you were 4 feet off the first cars bumper. Get past so the nice person who just moved over for you can get back in the left lane and move the pace they would like to, like they just enabled you to do.
Driving, good driving, is simple;

Lead, follow or get the #### out of the way.

Lead at a decent pace as conditions allow.
If you're not comfortable leading as fast as conditions allow (plenty of open room ahead, people bottled up behind you) follow BUT, then follow at the pace of the leader.

If you are not comfortable following at the leaders pace (people bottled up behind you)

GET THE #### OUT OF THE WAY.

Rabbits are supposed to run. This is an issue of leadership. Most people like to be in front. Not everyone knows what to do when they get there.

Lead, follow or GTF out of the way.

The best is taking turns being lead dog with another driver or two, sharing the ticket risk. The worst is that bumper riding dip #### who, once he gets up front, freezes up.

Poor leadership.

Having driven in many countries around the world, I can say this is the WORST place for driving I have ever lived. Stupidity, ignorance, and some sense of entitlement seem run in the minds of drivers around here. Driving into Lexington Park every day, I wonder why everyone is so pissed off and stressed out just so they can try to be "first" in the rat race. Hint, Hint...it all starts over again the very next day. You will never win.

Me...I stay in the right lane, no hurry, no stress...life is good.

Hilarious, isn't it? Especially when they are driving a big honkin' pick-em'-up truck. You waste so much money, just so I can pull up next to you at the very next light.

I hate competing on the roads. It's dangerous. So I stay out of the way but try to keep pace with the general flow of traffic. I hate "pack" driving, a daily experience, so whatever lane I'm in and at whatever the overall speed of traffic, I keep what I consider to be safe following distance. And I don't play "leapfrog." I do whatever's necessary to drop out of that game, including driving the Speed Limit.
