Use dryer sheets on your base boards to help keep dust and dirt off of them.

Yes. Even wood and pellet stoves create more dust, but open fireplaces are very dusty.

Speaking of, just how long does paint stay "sealed" before it too starts flaking off?

About the skin cell thing - at one house I lived in, if it were skin cells, we'd have been skeletons after just the first couple of years with how much dust that house had LOL
