The law states

that your headlights must be on if your windshield wipers are on, but I guess we can't expect people to follow this law if they don't put their phones down while driving. Hell, I guess we can't expect them to turn their lights on while raining if our own finest LEOs don't do it!

But I'm wondering if you have Rainex on and wipers not needed, if that excludes you from turning your headlights on...

You saw three - the problem is that doesn't mean there were only three. My wife and I use 301 just south of and through La Plata around dusk and later almost everyday. Well after sundown we often see a half dozen oncoming cars with no lights in just a couple of miles. We have no idea how many others we couldn't see at all.

A couple of years ago she stopped at an accident where a turning car pulled out in front of a northbound car and told the police that she had nearly pulled out in front of the same car a mile or so south because he was running with no lights in the rain.

We've asked LEO's about it and "no lights" is not a primary traffic offense sot they cannot initiate traffic stops on that alone.

If they want to pull over a vehicle, they'll find an "excuse". The fact is, they can't cite them, so based on how their performance is rated it would be a waste of time since no citation or warning could be written.

I'd like to know from someone who does this - why do people drive with only their parking lights on? Do you think that your headlights use so much energy that they waste gas? Is it because you are afraid they'll burn out faster? You obviously realize it's dark or you'd have no lights on. So why don't you turn on the headlights?

I think it's called being ignorant, they can see just fine, they don't need lights.
The ones who use their PARKING lights are showing they are willing to compromise
That way when they park on the wrong side of the road, with their headlights on, they don't feel so guilty.

Serious answer, they are probably ignorant of the law and even if you told them, they would argue they've been doing it that way for years and never got a ticket.

Sort of like drunk driving, well golly gee wiz judge, I've been doing it for years, have to get my car home from the bar somehow, it's never been a problem before.

You did not think this through. How are the moonshiners supposed to get away from PoPo if'n they be runnin around with lights on?

This practice has bothered me for a long time. There's a reason they're called parking lights. And, before anyone comes on here and claims they're called "running" lights, don't bother because they're called parking lights. Running lights are found on larger trucks and trailers to allow other drivers to see the outline of those types of vehicles.
