As I said, you don't understand the GS system. It has little to do with longevity or TIS as far as appraisals. It is a system to rate your full year performance, successful or not. Not some silly guage to say you are a better performer than your co-workers when there isn't anyone in the federal govt actually better than others. Especially when responsibilities are never dependant on individuals. Our processes depend on each other to be successful. Unless of course you are unique and you happen to maintain your own program, project, contract, budget and authority. I seriously doubt anyone outside the beltway is like that!

She was against ANY pay-for-performance! When they canned the NSPS, the govt lawyers dug into the wording and created mock PFP systems for the Intel and Acquisition commands. Shame on them. I personally read the NDAA stating that they must move back to GS, no exceptions. But I am not an attorney, so I don't know how they got away with it. No one seems to be complaining, so IDGAF about it.

From what I understand with the furloughs they may stagger them so that someone is in the building civlian wise. It is a scare tactic also to get everyone to play in the sandbox and share toys up in DC. None of them will play nice together. No one can accept responsbility and be a grown up.

A lot, not all, but a lot of these jobs should have been cut many moons ago. Instead of being pissed they are getting kicked off the gravy train, many should be happy they were able to ride it this long.
