Need more information.

How much fencing are we talking here? How quickly do you want it up? You should have been given a guideline by the HOA saying exactly what fence is allowed, and it should be a standard fence available at all home improvement centers (home depot, lowes). Fences are very easy to install if your lot is level, if it has a good grade to it (i.e. hill) you are better off paying to have it done. If you have a bunch of holes, rent a power auger to dig the holes, rather than using a manual post hole digger.

Well, the back yard is only less than .25/acre---so it's not much. All very level, but I've got a stream to go over.

I want a standard 6ft. privacy fence...something like this:

I've seen ones like it in the neighborhood, so I'm pretty sure the HOA will approve it.

I'm just wondering if the price difference would be enough to merit me doing it myself, or just paying one of these companies to do it for me.

Oh, that'd be easy as hell to do! They sell that stuff pre-fabbed in 6-foot sections, I believe, at Lowes. Depending on when you're doing it, I'd be willing to help out.

Definately do it yourself. Rent a 2 person power auger for the holes. Been there, done that, willing to help if schedules permit.
