It is for the approx 50-100 people who are going to lose there job. BTW, there are already a couple threads about this subject.

If you go to the defenselink.mil website, you can scan the pdf files of the detailed recommendations. We did, and the big news is they want to move our group to Rhode Island. So, either I pack up and move, or I switch to a different job in a more expensive area to live.

No, I work with buoys. There was a paragraph in there that said they wanted to move subsurface sensor research/development to Rhode Island. I don't know how many people that means from the group..
