We have been getting them here in DC for years and years, even long before 9-11.....most from inside the building.

I worked there for 6 years. I don't know how many times we were evacuated from the building for threats, although the Courthouse was evacuated much more. A lot of disgruntled constituents I do believe.

A few years back they were replacing the shrubs in front of a court house somewhere in the tri-state and found bunches of weapons that were dumped.
