sure looks like that rear fender spent the most time sliding on the road

Yep. Also looks like the bolt holes were filled with weld material, instead of bolts. In the last batch of pic, you can see the fender strut sticking out from under the seat with a rough, raw metal end. Fender was basically spot welded in place.

If I understand you correctly I say no..the fender did have bolts in them and I think quick lock???? not sure if there was a nut on the back or not...the part where the bolts were under the seat were not broken..and the fender holes were not broken...just the bolts were missing..I found one on the scene..

The belt looks like it was cut, and that's common for wrecks. The gear shifter is on the left, and it's bent up pretty badly, so there's no easy way to get it to shift into neutral. Police probably cut the belt to get it to roll.

I stand corrected then. That fender is definitely the cause of the accident though. Finding one of the bolts on the scene and the other one missing doesn't make for a good alternative cause.
