| Maybe everyone who doesn"t what to wear a helmet should sign a waiver stating that they will not be elegible for medical care once their own reaches the maximum. Maybe if it is presented to them in that fashion,they will think about the implications and use some common sense. After all kids die every day from a fall from a bicycle,which doesn"t have the speed of a motorcycle.
