Can't think of the name..

I've been trying to remember the name of a movie for a few days now.

I may be mixing two movies up but these are some things I remember..

There were two brothers, Asian, they did martial arts, one wore black, the other white.. They grow up to be evil/good.

They had these futuristic vehicles/suits. There was a group of special ops people? They would put on the black suits and run really fast. There was a scene in traffic where they were chasing a car carrying missles I think?

There was an underwater lab/station of sorts.. it was accessed by a cave of sorts in a very snowy area.

There were these injections of these micro organism things that would eat their brain or something if activated, the guy wore a mask because his face was melted? It was the evil brother I think.

Random bits and pieces I've remembered, may not make sense but it's been bugging me and I've tried googling with no success.
