If this bill had passed and became law, all that covered ammo you possess would have been illegal to own in MD after 2011 unless it was the taxed and serial numbered ammo.
You not caring about this bill might have made you a criminal without even knowing it in a few years and that would have DEFINTELY affected you.

How so when section 5-601(D)(2) states:
Quote:
“REGULATED FIREARM” DOES NOT INCLUDE A SHOTGUN, INCLUDING:
(I) A F.I.E./FRANCHI LAW 12 AND SPAS 12 ASSAULT SHOTGUN;
(II) A HOLMES MODEL 88 SHOTGUN;
(III) AMOSSBERG MODEL 500 BULLPUP ASSAULT SHOTGUN;
(IV) A STREET SWEEPER ASSAULT TYPE SHOTGUN; OR
(V) A DAEWOO USAS 12 SEMI–AUTO SHOTGUN.
and the encoding was stated to be for ammunition for regulated firearms.

AHA!!!! But you fail to see the OTHER "regulated firearms" on the list. First of all the list includes all handguns and there is the .410 gage Judge handgun on the handgun roster for instance, the definition of "handgun" includes any firearm with a barrel less than 16" and can be concealed which inclused the 12 gage and 20 gage Serbu Shotty, and there is also ambiguity about the Saiga because if the Saiga 12 gage takes a rifled barrel, then since it is an AK "variant" that would mean saboted 12 gage rounds would probably be included and therfore all 12 gage ammo. Also since the Saiga can shoot slugs, then even though the rifled slugs might be included, but more importantly, the bill excluded "shotguns" not shotgun ammo. So any other regulated firearm that can fire those rounds that are not specifically a shotgun, then the rounds they fire might have easily been included as well.
This bill could be so loosely applied it could include almost ALL ammo that is sold in this state.

To top this all off, the guy never said the ONLY ammo he has is shotgun ammo, he just implied it with his ambiguous statement. He may have handgun ammo or any rifle ammo that is fired by regulated rifles (which is just almost all rifle ammo).

This bill would have affected even the Fudds with only a single shot shotgun.

No, I saw the list at 501-1(p), but 5-601(D)(2) clearly states that it does not include shotguns. It is obvious that the legislative intent was not to require shotguns to be included, which was probably taken into account because etching the "shot" would be virtually impossible and unrealistic.

The bill did not make sense from the beginning and was proposed by a Baltimore delegate that knew absolutely nothing about firearms other than probably how he wants to ban them all in Baltimore and maybe the state if not nationwide.
The way the bill was written it would have almost definitely included shotgun slugs of all kinds and possibly all shotgun shot ammunition that "could" be used in a regulated firearm not specifically defined as a shotgun by MD statute. His 12 gage ammunition might have been included, but even if it wasn't, the end result of the ambiguous and not completely defined law is that a good portion of the retailers and wholesalers would not know for sure and in order to cover their ass they would not sell that ammo in MD, and it is possible some local DA and police officer somewhere in MD will charge and try to prosecute some poor soul for owning some old shotgun ammo because this bill was so damn fricken broad.

The way it is written, if it can be used in a regulated firearm, then it is likely taxable. Since people can fire shot in a rifled barrel, that might include 12 gage shotshells, and it definitely includes .410 gage shells because regulated handguns fire .410 shotshells too.

The way these stupid firearms laws which affect gun owners, like this ignorant and arrogant idiot, get passed is because they just assume it will not effect them. That is how the gun banners and gun control freaks get their laws passed.
