It is a RACE issue. The first gun laws in this nation were aimed at people based on the color of their skin and the current ones are and all the ones in between are.

At no point did the author of the Sun-Times article consider that the city could save all those thousands of dollars of legal fees by rescinding their gun-possession statutes voluntarily. Sounds like a liberal Democrat scare tactic to me.
