I'm thinking this was a criminal act, not an accident.

It doesn't sound like they intended to use real bullets, but somehow real bullets were in one persons guns. Now if that was all there was to it, then it could have been an accident, but for a weapon to operate using blanks you need a Blank Firing Adaptor, which basically blocks the barrel.

If the shooter intended on using blanks the adaptor would have been on his gun (or in his gun), and with the first round he fired he would have realized his mistake in a big way.

Of course after wounding the first person you think he's recognize his 'mistake' in a big way. I'm guessing intentional shooting, lets see what the future says.

You're right. Common sense would tell you to quit shooting at the damn crowd after the first one.
