WIC program.
Maybe they were teaching the children so they can one day stay home happily retired and the kids can carry on the family bussiness.

Yeah, I'm sure they could qualify for WIC if they can't afford food. It doesn't seem like it's that hard to get, so many people are currently taking advantage of the program and we're paying for it. There are even programs out there for illegal aliens to milk, if they have kids. What a glorious country we live in, always helping those that don't help themselves. And then they still feel the need to steal.
