Guess if they weren't in this country illegally to begin with they wouldn't get caught driving without a license and the car wouldn't get impounded because they wouldn't have a car in this country.

With the public transportation system that is available in those cities, they really don't need a car to get to the places they "need" to go.
As far as getting to work, why would the illegals need to drive to that corner where they may get picked up for work for the day?

20 illegals filed a lawsuit. So, now the gov't has names and addresses of 20 illegals. Arrest and deport them, problem solved. No need for a court case.

Despite the marked over-involvement of improperly licensed drivers in fatal crashes, traffic violations are often not treated seriously in the court system, where prosecutors and others consider burglaries, assaults, and other crimes of greater importance (even though people are at much greater risk of a crash injury than of being the victim of a crime). The use of separate traffic courts that handle only traffic offenses will increase the likelihood of appropriate sanctions.

These unlicensed/suspended/revoked (U/S/R) drivers are especially difficult to reach and to influence. However, there are some interventions that have shown promise and are worthy of further implementation.

The most severe sanctions have been evaluated primarily on the basis of DUI2 offenders, not drivers who are S/R for other reasons. However, DUI offenders have proved to be some of the most intractable, so measures showing an impact on this group are likely to be effective with other U/S/R drivers.

although I think it was originally written to cover legal citizens of the United States, but has been twisted by the ACLU and the liberals, the 14th amendment could be interpreted in such a way as to give the illegals the same rights as a legal citizen.
it states

Since the idea of illegals was not a concern at the time, specific wording was not included to specifically deny constitutional rights to non citizens.

I do however believe that if the illegal issue had been a concern back then, they would written it differently.
