NK does not have ballistic missile capable subs, they have older diesel class boats, torps only. The sub mounted artillery piece idea is a cool concept though. Except the deck guns are what, 5 inch? They'd have to sail up the Potomac and surface first.... and if successful, they'd likely loose the sub in the explosion.

But then, this is really reaching, and is assuming that they have nuclear warheads small enough for artillery. Or a backpack. Those would be tac nukes, 1-10 KT range. Level a couple city blocks, kill a LOT of people, but they aren't nation killers. And that's assuming they have the tech and material to make 'em, they are a lot different and harder to make than the larger nukes.

Much better chance of them attacking our strong points in SK to weaken our armor and air capabilities before they pour across the border.
