Generally a cops grant is for new hires. The grant usually covers a three year period, then local or state government has to pick up the cost of the hires. Sometimes it will include all cost for the new officer and sometimes salary only.

why don't they hire them in bad neighborhoods and ghettos, where they need them? too many around here, they harass people left and right.

The problem is that receiving this money makes them beholden to the federal government and no longer completely controlled by the state or local government. Bad idea all around. Let the states take care of their own. Where in the Constitution does it give Congress authority to fund the civil authorities of the individual states?

Where in the constitution does it give the federal government the authority to regulate the airwaves? Oh wait....that technology wasn't available when the constitution was written.

What is wrong with getting tax dollars back in the state and local economies?
