A similar plot was carried out in Massachusetts, where the law was changed to keep a Republican out of office, then it got changed back for the same reason, to keep a Republican out of office.

Changing the rules in the middle of the game is BS. There is a way to replace the Governor and it should be done that way. Baltimoreans need not worry anyway Martin O'Malley already has his lips pursed to kiss their anal orifice.
