If there is a clearly defined process in the city's charter, this is what would happen.

If you have a bunch of people sitting around, speculating on what-ifs, and asking to have a law made based upon race, then yes, it's racism. If the General Assembly is stupid enough to take this up I would expect a Constitutional challenge (assuming of course, that the Constitution means anything these days...).

A similar plot was carried out in Massachusetts, where the law was changed to keep a Republican out of office, then it got changed back for the same reason, to keep a Republican out of office.

Changing the rules in the middle of the game is BS. There is a way to replace the Governor and it should be done that way. Baltimoreans need not worry anyway Martin O'Malley already has his lips pursed to kiss their anal orifice.
