I did not accuse Nonno of anything, you really don't read well do you? The author of this article may have left a word/words out. The sentence does not make sense, the victims did not deal with grief, sorrow, etc. (they were dead). The only way that this sentence works is if the author is referring to the surviving family members as "victims" as they too, were victims in a different way. Maybe this is too difficult for you to understand?
