Wonder if alcohol was involved? Hope everyone is alright.

Article says alcohol was not a factor. The sail boat cut in front of the powerboat.

Sailboat has right of way unless it's under power or overtaking. Article does not say.

That's correct. They said citations were issued. Since there was no wind at all last night (I was out there), my bet is the sail boat was under power and was cited.

However, if the sail boat was approaching from the power boat's starboard, the power boat would be at fault.

True statement, like a pedestrian has right of way in a crosswalk. However, if the pedestrian steps out in front of moving traffic, he's still a dumazz.

Looking forward to the full report.

True, same as coming to a complete stop on the freeway for no reason, the guy that rear ends you, its still technically his fault, but you do something totally unexpected, even if you have right of way, you can cause an accident. I don't know if that is the case here, but its possible.
