| The mandate is upheld, but as a tax apparently (i.e. not necessarily under Congress' CC / N&PC powers).

| Because they read opinions in reverse order of seniority based on the author of the majority opinion. So, for whatever opinions will be released on a given day, the one from the least senior Justice is read first and they work up the line. The Chief Justice is always the most senior, no matter how long they've been on the Court. After the Chief Justice comes Justices Scalia and then Kennedy because they have been on the Court the longest.

| From SCOTUS blog: Basically, the entire ACA has been upheld. With the exeption that the federal government's power to terminate state's medicade funds is narrowly read.
