The uniform militia act of 1792 called for "white free men", that was at the federal level. There were plenty of states that had laws restricting blacks, including free blacks in the case of Maryland, from bearing arms.

Seriously, how would you go about subjugating a people if they have " inalienable rights". Their rights were anything but inalienable.
