I think the state of Texas, Fema and others are missing a great training opportunity.

Treat it as a mass casualty/ contamination. When they tie up treat them just like you would a real world chemical contamination.. you have 5000 or so participants, REAL participants to train with.

Deploy your National Guard/ Reserve units like you would in a REAL situation.. call them up, and see if they are actually deployable before the ship gets to port.

Decontamination Units, Sanitation Units, Shower.. water.. and medical triage, units.. have them stage right at the dock, and lets see how prepared we really are.

Yeah that would make me real happy after sitting on a stinking ship for 4 days.

Yes, their vacations got ruined, and yes they deserve to be compensated for this, but I do not see this as some massive tragedy. My sympathy meter doesn't budge when people think they are starving because they don't like the food they are being given.
Im thinking that if I was hungry enough, a cucumber/onion sandwich would be like a feast.

Yeah I know they lost the perishables, but underway replenishment is not difficult. They don't drop it, they lower it down. 4000 cheese sammiches on the way. Just don't put them in the poo please.

That's EXACTLY my point..

we do exercises now and everyone are volunteers or willing participants..

In a REAL event MOST people would be willing and understand what is going on, but there is always that 10 - 20% that are just belligerent and uncontrollable..

In this scenario you are going to get better than REAL results, and definitely more realistic scenarios will play out as you try to process unwilling participants through the steps.

People are going to be whiny, and pissy, and you're going to get the downright violent and belligerernt.. REAL world training.

Of course what an opportunity for some GREAT advertising..

McDonalds meets the ship with a portable kitchen (or ten) and hands them a Big Mac and Big Gulp (I know Big Gulp is 7/11 but you get the idea).. and the cameras show all the survivors with McD merchandise and food in their hands with HUGE smiles!

Imagine if this ship was determined to be a bio-hazard and no port would allow it to dock. Remember that barge full of trash many years ago from New York?

CNN currently has a live feed of the ship. I see people walking around the upper decks in white suits.....hmmmm...

Live Feed Closer inspection reveals they are probably in bathrobes.

Here is a better Live Feed with audio of a frustrated reporter who just realized her mic is live after cussing out someone at the station while talking on her cell phone...
