.....that is, simple to anyone who is not a Maryland lawmaker.....

Anyone who fills out the paperwork, pays the fee and applies for a CCW permit; grant it after the background investigation shows no felonies.

Then no one will know who carries and who doesn't. The bad guys will do stupid things; but as they are picked off by legitimate permit holders, those incidents of stupid things will diminish.

I still believe that 'an armed society is a polite society.'
All you see on the local news is robberies, stabbings, home invasions; and the people put on camera b*tching about little or nothing being done.

Arm the average Joe/Jane who follow procedure and pay the money to exercise our Consitutional Right.
Then silently watch as things change for the better.

Sidenote: If it worked; it would be f'in' hilarious to keep a copy of 2A in your wallet or somewhere on your person; and carry concealed. When the cops show up and ask you why you shot the S.O.B. who tried to jack your car or rob you in the parking lot; just pull out your copy of 2A and point out "Right to keep and bear arms."
