Parents make up the Ratings Board. Entertainment industry members make up the Ratings Appeals Board. It will get downgraded to PG-13, don't worry. Hell, Michael is one of their own!

It wasn't gratuitous. It was Mike shamefully filming and recording the words of a few of our troops exercising their hard-earned right to say mother####er over and over!!
