What we have here is someone who is making a far reaching accusation out of haphazard and random occurances.

1) Yes, historically (as with any bureacracy, private company, etc..) there are many cases of abuse, fraud, etc... because anywhere you have people you will have bad people. It does not implicate government officials and bureacrast across the spectrum into a conspiratorial organized crime mentality (like is being suggested here)

2) Using the same basis as he uses, I can show you a mass conspiracy of ice cream manufacturers to hide the fact that ice cream causes drowning deaths every year. This is a criminaly organizaed mentality to continue growing sales of ice cream. I can show you stories and business statistics of skyrocketing ice cream sales in communities where drowing have also increased. Therefore, it must be true. When in reality, there are just more drowning with more ice cream sales because both are more frequent in the summer. It is an logical fallicay.
