NEW YORK (AP) -- Several leading child welfare groups Tuesday urged an overhaul of federal laws dealing with transracial adoption, arguing that black children in foster care are ill-served by a "colorblind" approach meant to encourage their adoption by white families


Recommendations for major changes in the much-debated policy were outlined in a report by the Evan B. Donaldson Adoption Institute.
"Color consciousness -- not 'color blindness' -- should help to shape policy development," the report said.


Groups endorsing its proposals included the North American Council on Adoptable Children, the Child Welfare League of America, the Dave Thomas Foundation for Adoption and the National Association of Black Social Workers.


At issue is the 1994 Multi-Ethnic Placement Act -- and revisions made to it in 1996 -- governing the adoption of children from foster care.
One part of the law directs state agencies to recruit more adoptive parents of the same race as the children. The new report says this provision hasn't been adequately enforced and calls for better funded efforts to recruit minority parents.

how is it that we always hear how the races are the same, no difference, treat everyone the same and things will be harmonious and wonderful in the universe,,,
but,,,
we then keep hearing how blacks need help in school, in jobs, in life, they should be treated differently by the police, and by employers, we have sensitivity and diversity training classes to teach the evil white people how to act around the blacks so as not to insult or demean or upset them in general.

so what is it, are the races the same, or, are they so different that we need special education to learn how to relate to each other?

Im just curious because for the most part, the blacks I work with are no different than the whites I work with, both come in and do their job, they use their pay to support their families, to go out and eat, to go to the movies, to purchase pet snakes for th,,,, ok, scratch that, for some reason blacks are not that compassionate about snakes,, but in almost every other way (except for their choice of music) they are no different that the average white person.

I guess I need to go to school and learn how to treat them differently without anyone noticing that Im treating them differently.

Society rules confuse me.

Actually as silly as it seems, traditionally, whites/europeans adopt out of their race and will raise black/asian children. You generally do not see black/asian families adopting white children. Therefor, there are some differences and some learning points that can be helpful - it's not a race thing, it's a cultural learning class. No need to freakout.

Maybe - just maybe the whites adopt because they are better suited to, and when the majority of adoptable kids come from other races who have children irresponsibility and cannot take care of them more so than whites?

What culture are you talking about? Because last time I looked, we all had the same culture - the American culture.

I'd like someone (not some racism moron) to explain to me what exactly is "black culture" and how it differs from "white culture".

The concept that some one should be raised according to their racial sterotype is absurd.
They should be raised to be productive law abiding members of society.
What color or culture is that?
