Good point. I didn't even think of that. I took it to mean that JFK tried and failed, but I didn't really think about it in a historical perspective.

Okay, I took it to mean she thought JFK hoped to do something, but never tried, and LBJ came to the rescue and implemented MLK's idea/dream.

Either way, when cwo_ghwebb posted the American Spectator's joke on what this meant is about the truth as to how I read it.

While LBJ signed the Civil Rights Act into law (and often gets the most credit for it), it was mostly Kennedy's baby. He introduced it and sent it up to Congress. He was assassinated while it was stuck there, and LBJ took over and got it pushed through and signed.
