For a set amount of cash, yes. This is one of the Democrats blind spots, IMO. This moral relativity. It's obvious to anyone who knows right from left, I mean, wrong.

He gets the money, he helps whoever gives him the money. He doesn't care if the other candidate is more qualified, more experienced or any of the factors which a person should consider regarding choosing a leader. He is saying he will choose the candidate who gives him the money.

I would consider that a bribe.
