| I deal with a lot of budget. Not once has Steny's name ever been mentioned. The Navy can get money without him.

| Maybe not, keep thinking that, but the perception is that Steny gets the money. If he's not that important see if Dutch Ruppersberger will sponsor the next round of earmarks, or Roscoe Bartlett. If that happens it will be a long, cold, hungry winter on the Patuxent. The reality is that Pax has been under the microscope since the '70's. The Admirals keep it there because it's close to DC and the influence of the Air Force ebbs and flows and the Navy brass can take some Congressmen down when the heat is on. |
