...did the Senate of the United States bother to ratify this treaty? I know the answer to this, do you? Maybe the growing Democrat strength in the Senate during Reagan's tenure had some impact on the eventual outcome.

The common Liberal would define it as maliciously flicking spitballs at someone or forcefully plucking someone's eyebrows or some other ridiculousness; if Reagan would have agreed then this might have relevance, if he would not then it's pointless.
