1 is dead (and therefore automatically a Democratic voter),

1 isn't registered with any party, and therefore doesn't vote (registered 20 times to vote by ACORN),

Any Republicans that are left over may be too afraid to admit they are Republicans; for fear that DHS will label them as "extremists" by Frau Napolitan!
