Annap. Wants To Cancel City Elections

4 months before a primary, trailing Mayoral Candidate (and current alderman) Sam Shropshire introduces legislation to cancel the election to coincide with statewide or federal elections. Gives him more time to raise funds, and give the current "mayor" another 18 months to wreak havoc in Annapolis.
