The president was outlining steps Friday to help the unemployed pursue education and training, and keep their unemployment benefits, too."

Why would the average repeat unemployed person try to find a job with perks like these for staying unemployed?

But Obama is guaranteed to get more good face time while maintaining that key voting bloc. "Pursuing" an education is easy enough now... if someone truly wants it.
