Reich identifies the problem; not enough competition, then misses the solution, GOVERNMENT as opposed to industry competition.

Imagine, if you will, a 'public' option for;

A house
A car (kinda 1/2 way there)
Groceries
clothes
You name it.

Imagine a government car, house, blue jeans, box of cereal. Getting excited yet? Now, think about the quality of medical care Uncle Doctor Car, Home, Clothes and So Forth Builder Sam might offer you as a 'choice'.

It is absurd that the public option would not be cheaper, therefore keep what you have. Of COURSE it will be 'cheaper'. That's the entire point. It will be subsidized to whatever degree necessary to be cheaper.

Then, it becomes your only option.
