I hate political-speak. They write bills that make it impossible for us ordinary slugs to understand. It gives them too much leverage to squirm one way or the other on it. I don’t trust any of these guys.

What does Obamas plan have to do with wether or not Ryan voted for the bill or not?

Ryan did vote for the bill that includes sequester cuts to defense.

Here's the entire interview and not just a deceptive snippet that thatguy provided:

Ryan defends defense cuts, criticizes president - CBS News Video

Ryan voted for the Budget Control Act. As he explains it, this was a mechanism that would kick in if congress couldn't get a budget that cut $1.2 trillion in spending. Included in the BCA was about $400 billion in defense cuts. Ryan wanted this mechanism in place in the event a REAL budget couldn't get passed to make cuts elsewhere. The house passed (with democrats voting for it) 2 different budgets that would have cut the $1.2 trillion in spending that avoided any cuts in defense, thus avoiding the BCA from kicking in. The senate did nothing with the budgets. The BCA was only intended to be an emergency measure in the event congress couldn't get a budget passed. Well the house did pass one and the senate balked. Obama also proposed an additional $478 billion in defense cuts that weren't included in the BCA and Ryan rejected those cuts.

So, no surprise ThinkProgress and Norah O'Donnell had their facts wrong. And no surprise thatguy would rely on a pathetic leftwing hack site to do all his homework rather than go find the whole interview with context.

What Ryan voted for to set the budget ceiling. The cuts could have come from other government-funded entitlement/special programs (welfare, green energy) but the administration decided to cut it from the military funding instead. So he is correct to say that he did vote to reduce the budget, but did not necessarily vote for the cut to be taken from defense spending.

Well it is an emergency, and the 400B in cuts that he voted for are going into place.

It is revisionist history to say he didn't vote for these cuts, and it is ridiculous to. Lame the other side when Ryan voted for this bill knowing full well that a compromise was not likely to be reached. He voted for it anyway.
