No it does not!
Read the Constitution including the preamble. The Constitution defines the powers of the government and its limits. The Bill of Rights is a description of the limits of Government. Those Rights are Rights we have inherent to us, not granted to us by any paper or government. Only privileges can be granted to us, and thus taken away.
