Hey JPC,, we hear you on this baby dumping thing,, and offer an Idea

how about some baby dumpsters located around the county?
the could be set up for the dumping of the unwanted children, there could be a fresh food supply thrown in for them to eat on until collection day, the thing could be climate controlled, and completely void of any chance of identifying the parents,, or non parents as the case might be.

this could be funded with a reduction in the tax break for dependents and would clear all worthless parents of any obligation to care for the children that the produce.

If it were set up like I mentioned it would only have to be picked up maybe twice a week, it could then be taken to a county baby recycle facility where the babys would be send down a conveyor and be seperated by race, sex, weight and deformity.

after seperating them into the catagories mentioned above, they could be put in little cages for storage.
There would be a room where people could go sit and the babies brought out to them so they could put them on the floor and play with them to see if they want them or not.
With only one or two signatures, and a quick small downpayment (cash or credit card of choice) the happy new owners could go home with their new baby.

I do think that there should be a nutering condition that states the babies have to be "fixed" no sooner than six months, and no later than one year from the date of purchase.

it could even come with a happy baby return policy, if at anytime this baby does not function as intended, you have the sole right as owner to return it for full refund or trade of equal value to the recycle center of your choice.

what do think JPC,, think this is a good Idea?
