National Right-to-carry Bill

It is about time. Won't help Maryland residents because getting a CCW permit in Maryland is like trying to find hair on a frog's back.

U.S. Representative Cliff Stearns (R-Fla.) recently introduced H.R. 4547--a national Right-to-Carry (RTC) reciprocity bill that would provide national reciprocity for state carry licensees. The bill would allow any person with a valid carry permit or license issued by a state to carry a concealed firearm in any other state if they meet certain criteria. The bill would not create a federal licensing system; it would simply require the states to recognize each others' carry permits, just as they recognize drivers' licenses.

Good. This way when I move to Florida and get my permit, I won't have to leave my gun home when traveling. If it gets passed, and I have my doubts.

Very interesting. My question is, wouldn't this make concealed carry available to all qualified citizens in MD? Any qualified applicant is able to get a non-resident CCW permit from many states, such as VA and FL. Even if MD doesn't become a true Shall Issue state, wouldn't MD be required to recognize those permits as valid? I just sent my application for a VA CCW permit last week. If this bill passes, how would MD not be able to honor my VA permit?

Probably because the section proposed being added to law is " NATIONAL STANDARD FOR THE CARRYING OF CERTAIN CONCEALED FIREARMS BY NONRESIDENTS."

It appears that it only will apply to nonresidents and not residents, which I suspect means that residents must adhere to their state laws.

That sucks. But if anything it seems that it would apply a tremendous amount of pressure on the MD government to pass a Shall Issue law. It would basically give non-residents of MD the right to carry concealed, but exclude residents. If MD residents could point to the almost 4/5ths of the states that have Shall Issue laws, and the fact that those 4/5ths can carry concealed in the state of MD, it seems that it would be hard for MD to deny its own residents the same right. They would undoubtably try, but it would make it much harder to support the MD CCW laws in their current form.

I've got an MSI sticker on the back of my truck. I plan to make a few trips to Annapolis during this legislative session as well.
