There are so many ways to interpret this joke. First, you can thank our good ole US government for your situtation, or you spend beyond your means, or you are a welfare recipient that cannot manage your money, or you were a vicitim of identity theft, or dumb enough to fall for a Nigerian scam, or you are a true American patriot that works his butt off, and doesn't get to keep what he worked so hard to earn, and is required to give it away to the ones that actually live in the ghetto. Talk about irony. Good joke.

In the ghetto, they don't spell checks cheques, hell they only forge checks, they don't have a chequebook or any books for that matter.
