They may decide to change the rule for some reason, but I don't see why anyone would debate this outcome. Under the rule as it is, Tony clearly won. You can't go below the yellow line and advance your position, unless you are forced down there. In order to be forced down there you have to be under someone (i.e. your nose is in front of their back bumper) before they move down and before you cross the yellow line. The timing may have been close, but it's clear from the video that Regan's left tires were below the yellow line before his nose passed Stewart's bumper. Therefore, Regan got blocked, not forced below the line.

As for the rule, it seems to me it's fine just as it is and this situation just illustrates that. The only problem is whether or not they enforce it consistently. I remember years ago Sterling Marlin did it in one race and then Stewart did it in another and they both got black flagged for it (even though, IIRC, they had been forced down). Then in another race Junior did it and they let him get away with it. It seems like they clarified the rule after that and I haven't seen any problems since.

Watch the video. They made contact as Stewart forced Smith below the yellow line.
