C. A document or documents with the applicant's full name and signature if digital image is on file with the MD MVA and is retrievable for identification purposes; PLUS
D. Two proofs of Maryland residence.
They've been tightening this stuff up because of the Real ID act and all the heat they've been getting, but nobody's talking about the 250,000 illegals that were already running around in Md before the changes. Many of which already have drivers licenses from the lax period...

As of January 1, 2006, the Help America Vote Act requires that an individual applying to register to vote must provide his or her driver's license number on the voter registration application. If the applicant does not have a driver's license number, he or she must provide at least the last four digits of his or her social security number on the application. If the applicant has neither a driver's license nor a social security number, the applicant must indicate this on the application, and an election official will assign the individual a unique identifying number."
