Mortgage Rates Drop TO 37 Year Low

I'm confused on this! Less than a year ago, I refinanced at 5% even / 30 years... so, (in my case) haven't they gone UP? :bigwhoop:

That's an average. It includes those who have to get higher rates due to poor credit. You can get rates in the mid 4's right now if you have good credit, and your bank is giving out loans.

unfortunately, you can't refinance your home if you owe more than what it is worth. how is this supposed to help people? we've tried to refinance our mortgage, but since we owe $238K and the value is way less than that, we can't :( and we are struggling!
