I have basil and parsley growing in pots. Both are getting ready to bloom. Should I let it bloom or cut the blooms off for more leaves?

You want to pinch off all the flowers on the basil plant. As soon as it starts to grow the flower part, all the energy in the plant goes to that instead of the leaves. In fact, before it even starts, start pinching off the top so the plant will get bushy. If it does start to flower, the leaves get really narrow and bitter tasting. Might as well start over if that happens.
