Wisconsin Could Lose $46 Million in Federal Funds Thanks to Walker's Anti-Union Bill | AlterNet

"Wisconsin Gov. Scott Walker has been playing an increasingly dangerous game of brinksmanship for his state. And a potentially very expensive one. His budget and transportation officials have informed him that he'd could be forfeiting millions in transportation funding from the federal government if his anti-union legislation is signed into law.

Under an obscure provision of federal labor law, states risk losing federal funds should they eliminate "collective bargaining rights" that existed at the time when federal assistance was first granted. The provision, known as "protective arrangements" or "Section 13C arrangements," is meant as a means of cushioning union (and even some non-union) members who, while working on local projects, are affected by federal grants.

It also could potentially hamstring governors like Walker who want dramatic changes to labor laws in their states. Wisconsin received $74 million in federal transit funds this fiscal year. Of that, $46.6 million would be put at risk should the collective-bargaining bill come to pass -- in the process creating an even more difficult fiscal situation than the one that, ostensibly, compelled Walker to push the legislation in the first place."

If this is true then I'm sorry but it reflects poorly on unions and not the governor. It ought to be wrong that over half of all federal funds is tied to support for unions.

Then he should leave the unions alone.
the unions can make demands all day long.
this does not mean that the state has to consider any of those demands.

the teachers can strike, this does not mean that the state cant bring in teachers to take their place.

Agree - it reflects badly on FEDERAL govt and unions - not state govt.

The fed props up the unions with these obscure laws so the state govt can't possibly reform and in return the unions fund all their campaigns.

such corruption and fraud....all the more reason Walker should hold firm.

Let's not forget that the ObamaCare exempted (over 40 percent of the exemptions granted by the Obama administration from certain Obamacare provisions) to the Unions! And you think the Union's are "pushing the buttons" when it comes to the Government?

Section 13(c) generally requires, as a precondition to a grant of federal assistance by the Federal Transit Administration (FTA), that fair and equitable protective arrangements must be made by the grantee to protect employees affected by such assistance. link

I'm sure there's a whole lot more to this provision, but it seems a stretch that the teachers are affected by the Transportation assistance. I'm guessing that there will be all kkinds of spinning to make it apply.
