If not there, try a local rifle range or police.

Navy gets rid of theirs at Newtowne Pt. State park. Just dump it in the shallows.

I believe that it can be turned in on the Hazardous Waste Collection days that some of the counties have. Check the web site for your local jusrisdiction.
